Leave the power cable in as that is what earths the system but switch the power switch off so there is no chance of getting a shock. Make sure any LED's on the motherboard are off as if they are on it still contains an electrical charge somewhere.

Touch the metal case of the PC to discharge any static you may have already in yourself and then you can remove the card and replace it.

To be honest an anti-static wrist strap is best if you are serious about these things but to be even more honest I have upgraded plenty of systems without one and have yet to encounter any issues.
PC should be plugged in to wall socket which is turned off (the earthing pole is not switched) Place the flat of your hand on the chassis to minimise any risk of static build up on your body being discharged causing discomfort. Remove graphics card from foil wrapper and fit accordingly.
i keep the plug in power at the socket off, and keep one hand on the case frame
Definatly turn it off, and then some people use anti-static wrist straps. Try and discharge any static you may have onto metal objects before you touch the insides of your CPU.

Generally I just pop the lid, touch the metal case and then adjust/remove the delicate components inside the computer since shocks aren't that common.
Use your antistatic wrist strap this will reduced electric charge which not used can damaged components in your pc. You will be surprise how much static electricity someone can generate. Have you ever try to rub your feet on the carpet and touched somebody. Try it.
ever heard of something called the antistatic wrist strap??
Use your antistatic wrist strap.
always remove power, discharge your self on the metal case, push the power button on pc to remove power out of capacitors inside :)
i always turn it off unplug it and use a anti-static wrist strap
